The practice of publicly flogging lawbreakers is having a moment around the globe: A Saudi gang-rape victim was sentenced to 90 lashes for being in a male friend's car when she was attacked. A British teacher in the Sudan only just escaped 40 lashes for letting her students name the class teddy bear Muhammad. An Iranian woman who was forced into prostitution at age 8 awaits 99 lashes for "acts contrary to chastity."
