Step 1. Start with a neutral shadow. Apply an eye shadow in roughly the same hue as your skin all over your lide.
Step 2. For bold colors, go thin. Then, apply a thin, light blue, and slightly winged liner from inner corner to outer corner on the top lash line.
Step 3. Finish the look. Apply two coats of your favorite black mascara to the top and bottom lashes.
